The 14, 17, and 19 cu in blocks were basically the same size however, B & S quit making starter/gen engines 35 years ago. Today, they are gear drive starters with flywheel charging systems. The next problem, unless somebody has one laying around, you can't buy those flathead engines anymore, you need to go to OHV and that puts the muffler on the other side. You might want to try finding a short block for that engine, but that in it's self may be very difficult.
