It's quite possible that you can't get any adjustment because the carb is full of dirt, jets plugged up. It might be possible to get another brand carb but getting the right one without any info is next to impossible. Just imagine putting a 3hp carb on a 8hp engine! If you can take some pics, we can try to help, otherwise I suggest you take it to a shop.
